Job Summary
 
The post supports the provision of an efficient, effective and high quality professional procurement and contract management service capable of meeting all statutory, regulatory and NHS requirements.
Main responsibilities will include maintaining the integrity of the financial management system – including the coding and processing invoices for payment; general accruals, preparation of journals and the provision of timely and accurate budgetary information to budget managers and for statutory returns.
In addition, the post will support the financial over-sight of provider monitoring; financial modeling of clinical pathways, as well as liaising with the Financial Accounts Team.
The post holder will be required to work across sites, so the ability to travel is necessary. The ability to work from home is also required.
 
Organisational Chart
The Financial Management Team is responsible for the provision of advice and information, interpretation of policy, implementation of changes and, working in conjunction with the Financial Accounting Team, the management of all aspects of the CCGs financial control function including the production of annual accounts, completion of national returns, supporting/identification and delivery of QIPP schemes.
The Financial Management Team works closely with the Financial Accounting Team and Contracting Team, Locality Teams, GP Practices, Commissioning Support Unit, other CCG departments and NHS England.
 
 
 
Key Responsibilities
 
  1. Liaise with Commissioning Support Unit, Shared Business Services and Clinical Commissioning Group staff to ensure that sales and purchase ledger invoices are correctly identified, coded and processed in line with Shared Business Services and local policies and procedures.
  1. Provide ad hoc coding support to budget holders, setting up new code combinations as required.
  1. Assist in the maintenance of the financial integrity of the general ledger by ensuring that the data within it required to administer the workflows is kept, accurate, up-to-date and relevant.
  1. Maintain specific payment databases and files to support invoice approval processes.
  1. Ensure integrity of the financial ledger by ensuring accurate coding of income and expenditure.
  1. To assist with the month end procedures in line with the agreed monthly timetable.
  1. Using agreed month end procedures the post holder is responsible for independently and accurately inputting journals and budget adjustments into the ledger.
  1. Investigate variances against budgets as directed and produce fully documented evidence to support, highlighting variances for further review.
  1. Support the Financial Accounts Team in providing financial analysis to assist in the completion of Clinical Commissioning Group Annual Accounts and other statutory returns.
  1. To assist with the financial over-sight of Provider contract monitoring, highlighting variances and supporting the investigation of variances by the Contracting Team.
  1. To assist in the financial modelling of service redesign projects undertaken across the Worcestershire CCGs.
  1. Reviewing invoices and extracting required information.
  1. Attend Finance Team meetings.
  1. To support other Finance staff and undertake other ad hoc duties commensurate with the responsibilities of the post as and when required.
 
 
 
Other Duties & Responsibilities
1.   The post holder will be required to use a computer, either a stand alone or as part of a networked system, and will be responsible for the quality of information. The amount of time spent on this type of work will depend on the job.
2.   The CCG embraces the principles of Improving Working Lives and all staff will be required to adhere to the standards laid down in this initiative.
3.   The post holder will be required to take part in an annual performance appraisal, where this job description will be reviewed, and objectives set.

Essential
  • Studying for an Accounting & Finance degree, or a degree including Accounting and Finance modules
  • Educated to A level or equivalent
  • GCSEs or equivalent, including Mathematics and English
  • IT skills, particularly knowledge and use of MS Excel and Word
  • Good communication skills both written and verbal.
  • Self-motivated and able to act on own initiative.
  • Able to work with flexibility and adaptability.
  • Problem solving skills
  • Able to work to regular tight deadlines.
Desirable
  • Use of computerised systems.
  • The ability to analyse and interpret basic performance and financial information.
